The Arab Center for the Development of the Rule of Law and Integrity (ACRLI) is an Arab regional, non-governmental and non-profit organization, founded in 2003 by a group of judges, specialists in rule of law, lawyers and academics from various Arab countries.


 Reading on the "Islam and Authority"

A paper published by ACRLI in 2006 on the "Islam and Authority", prepared by Dr. Wassim Harb in cooperation with Dr. Sassin Assaf and Dr. Wajih Fanous. We are re-publishing this paper for the importance of its subject during the current historical and critical phase, that the Arab countries are passing through.


ACRLI and HiiL organized a national workshop to discuss the "Rule of Law Report" in Tunisia (Tunisia, 03 April 2012)

In the context of the "Country Reports on the Rule of Law" project, ACRLI and the Hague Institute for the Internationalization of Law (HiiL) organized a national workshop to discuss the "Rule of Law Report" in Tunisia on the 03rd of April 2012.

This National Workshop aimed at (1) presenting and opening for discussion the draft quick scan report which discusses the Rule of Law status in Tunisia and (2) validating its findings since the proceedings of the workshops will be used to feed the finalization of the quick scan report. The purpose of this report is to present a brief, neutral and constructive overview of the state of the rule of law in the concerned country, focusing on 4-5 positive trends as well as 4-5 points of concern.

Dinner Honoring Professor Yehia EL-GAMAL (Lebanon-Beirut, 25 March 2012)

ACRLI organized a dinner on the 25th of March 2012, in Beirut, honoring Professor Yehia El-Gamal and welcoming him to ACRLI’s board of trustees.

Prominent legal, social and media personalities attended the event, where Dr. Wassim Harb (founder and General Supervisor of ACRLI) presented the achievements of Professor El-Gamal, and offered him an honorary plaque for his role and contribution in the betterment of the Rule of Law in Egypt and the MENA region.

 ACRLI attends a one day meeting organized by the EU to discuss Development and Decentralization with Local Authorities (Lebanon-Beirut, 21 March 2012)

The Arab Center for the Rule of Law and Integrity (ACRLI) participated in a one day meeting organized by the Delegation of the European Union (EU) to Lebanon as part of its collaboration with local authorities. The meeting took place on March 21th 2012 at the Rotana Genifor Hotel in Beirut, Lebanon.

During the debate, the EU reiterated its support in the field of local development and decentralization. Workshops and discussions were held all day around the problems of local governance, the provision of services, decentralization, land use, and the different needs and challenges facing local authorities.

 Dissemination Seminar on the "Rule of Law in Lebanon" (Lebanon-Beirut at Beirut Arab University, 23 February 2012)

The Arab Center for the Rule of Law and Integrity (ACRLI), in partnership with the Hague Institute for the Internationalization of Law (HiiL), organized a dissemination seminar on the 23rd of February 2012, held at the premises of the Beirut Arab University- BAU, to present the Quick Scan Report on the "Status of the Rule of Law In Lebanon", which aimed at presenting a brief, neutral and constructive overview of the state of the rule of law in Lebanon in the aftermath of the Arab Spring, and based on qualitative, quantitative materials and international best practices.

 Workshop on ESCWA Directives of Cyber Legislation in the Arab Region (Lebanon-Beirut at Beirut Bar Association, 20-21 February 2012)

The "Arab Center for the Rule of Law and Integrity- ACRLI", the "Arab Lawyers Union- ALU" and the "Economic and Social Commission for Western Asia- ESCWA" jointly organized a workshop on the "ESCWA Directives of Cyber Legislation in the Arab Region" from 20-21 February 2012, at the premises of the Beirut Bar Association.

The workshop was launched by the General Secretary of the Arab Lawyers Union- Me. Omar Zein, followed by several lectures from reputable experts in the cyber legislation field, namely Dr. Wassim Harb (ACRLI’s founder and general director), Dr. Nidal Edelbi, Dr. Mirna Barbar, Judge Fawzi Khamiss, Judge Wassim Hajjar and Me. Jean Akl. The workshop was also attended by various Arab Lawyers from Beirut and Tripoli Bar Associations in Lebanon, and from Iraq, Jordan, Palestine and Yemen.

 Conference and Public Consultations to Establish the Arab Internet Governance Forum IGF (Lebanon-Beirut, 31 January to 1 February 2012)

ACRLI participated in the Conference and Public Consultations to Establish the Arab Internet Governance Forum (IGF), organized by ESCWA in collaboration with the League of Arab States (LAS) and the Lebanese Presidency Council of Ministers that took place from 31 January to 1 February 2012, at the Habtoor Grand Hotel in Beirut, Lebanon, and that was co-sponsored by the Reseaux IP Europeens (RIPE), and Kuwait Information Technology Society (KITS) and held in cooperation with Al-Iktissad Wal-Aamal Group, the IGF Secretariat, and the Arab Working Group on Domain Names and Internet Issues (AWGDNII).

 ACRLI meets with the EU Commissioner for Enlargement and European Neighborhood Policy

On the 27th of October 2011, ACRLI, along with representatives from the Lebanese Civil Society, met with Mr. Stefan FULE, the EU Commissioner for Enlargement and European Neighborhood Policy. The meeting, which aimed at strengthening cooperation between the Lebanese Civil Society and the EU in general under the revised European Neighborhood Policy (ENPI), discussed issues like the role of CSOs in Lebanon, relation with the government, key areas where reforms are most needed/most likely and the possible role of the EU.


 ACRLI and HiiL develop Rule of Law Country Reports in Egypt, Jordan and Lebanon

Within the existing partnership between ACRLI and the Hague Institute for the Internationalization of Law (HiiL), a new project comprising the development of Rule of Law Country Reports is launched in each of Egypt, Jordan, and Lebanon.

This project comes as one of the recommendations emanating from the international meeting on "Recent Events in the Arab countries: Horizons, challenges and Consequences for the Rule of Law and Justice Reforms" which was held in The Hague on 23-24 May 2011 with two main objectives: (i) To make a first inventory of needs given the events in the Arab world over the past months; and (ii) To identify a roadmap for reform to be taken forward by the meeting’s participants and both organizations in an informal setting referred to as the Rule of Law Spring Group.

 ACRLI Celebrates the Election of HE Mr. Omar ZEIN as the Secretary General of the Arab Lawyers Union (Lebanon- Beirut, July 27, 2011)

In the occasion of electing Me. Omar ZEIN as the secretary general of the Arab Lawyers Union, Dr. Wassim HARB along with his colleagues from ACRLI held an honorary lunch for the elected Secretary-General on Wednesday 27 July, 2011at "Al-Diwan" Restaurant- Beirut, Lebanon.

During the ceremony, ACRLI’s founder and general supervisor Dr. Wassim HARB, delivered a speech where he stressed on the role of the Arab Lawyers Union in promoting the legal profession and on establishing Rights and Justice. On the other hand, during his speech, Secretary General HE Mr. Omar ZEIN commended the efforts of ACRLI in promoting the concepts of the rule of law and integrity in the Arab world.

 ACRLI acts as a non-financial co-sponsor to the "World Justice Forum III" in collaboration with The World Justice Project (WJP), (Barcelona, Spain, June 20- June 23, 2011)

Within its partnership with the World Justice Project (WJP), ACRLI acted as a non-financial co-sponsor in the WJP’s forthcoming World Justice Forum III, which was held between 20 and 23 June, 2011 in Barcelona, Spain.

This action-oriented Forum brought together over 450 world leaders from a breadth of disciplines and legal traditions to promote an interdisciplinary understanding of rule of law issues; strengthen global commitment to the rule of law; and develop creative cross-disciplinary action plans to address the issues identified and bring them to fruition.

 Seminar on Constitutional Justice and the Rule of Law (Lebanon, Beirut, Sagesse University, 16 June 2011)

ACRLI in Collaboration with La Sagesse University-Faculty of Law- Organized a Seminar on Constitutional Justice and the Rule of Law (Reform Approach in light of the Arab Changes), which was held on 16 June, 2011, at La Sagesse University, Beirut, Lebanon.

The Seminar included members of the Lebanese Constitutional Council, a number of judges, representatives of the Bar Associations in Beirut and Tripoli, the Head of Press Syndicate, representatives of the Security Sector, in addition to a large number of lawyers and specialists in law, academics and students from various Lebanese universities.

 ACRLI attends the First European Initiative for Democracy and Human Rights –EIDHR Forum (Belgium, Brussels from 14 to15 June 2011)

The European Commission organized the first technical Forum for the European Initiative for Democracy and Human Rights –EIDHR from 14 to15 June 2011 in Brussels, Belgium.

Mrs. Joyce HAKMEH, a representative on behalf of ACRLI, attended the Forum which aimed at disseminating the instrument and its ways of operation.

 ACRLI at the Final Conference of the European Commission-EC Structured Dialogue; (Budapest (HU), from 16 to 19 May 2011)

The European Commission - EC and the Hungarian Presidency of the Council co-organized the final conference of the EC Structured Dialogue in Budapest, Hungary from 16 to 19 May 2011.

The Final Conference concluded the 14 months initiative on: "Structured Dialogue for an effective partnership in development", which aimed at increasing the effectiveness of all stakeholders involved in EU development cooperation.

 ACRLI signs a Memorandum of Understanding with the Tunisian Bar Association, Tunisia.

On April 24, 2011, ACRLI signed a Memorandum of Understanding-MoU with the Tunisian Bar Association. This partnership aims at promoting the concepts of the Rule of Law and Integrity in Tunisia, through the implementation of joint projects and activities, which shall contribute to strengthening and activating the role of the Tunisian Bar in establishing the rule of law and building the right state and institutions.

On 24 March 2011, ACRLI renewed its partnership with the Henry L. Stimson Center in Washington DC-USA. This partnership aims at fostering dialogue and developing a network of non-governmental policy thinkers in the Middle East, East and Southeast Asia, and enhances mutual understanding of approaches to transnational security issues and challenges in these regions.


 ACRLI signs a Memorandum of Understanding with the World Justice Project (WJP) In Washington DC-USA

On March 23, 2011, ACRLI signed a Memorandum of Understanding with the World Justice Project (WJP) In Washington DC-USA. This partnership aims at enhancing the Rule of Law internationally and within the MENA Region specifically.  Training Session on "Arbitration" (Erbil-Iraq, from 23 to 24 February 2011)

In the context of the Project on "Provision of Legal Training Components for Legal Institutions of Iraq" (LTI) implemented by ACRLI with the support of the United Nations Development Programme (UNDP) in Iraq; ACRLI organized a training sessions on "Arbitration" from 23 to 24 February 2011 in Erbil-Iraq.

The participants included representatives from the Pilot Court in Erbil-Iraq.

 "The Harvest of the Age" By: Dr. Habib Al-Mulla

Dr. Habib Al-Mulla, a member of the Board of Trustees and a founding partner at ACRLI, issued a book under the title "The Harvest of the Age" which holds a collection of Economic, Political, and Legal articles and essays he has written since the very beginning of his career until today; it is the harvest of twenty six years of perseverance and hard work.

"The Harvest of the Age" comprises several articles that paved the way for Dr. Mulla to walk along the path of the Legal and Judicial reform as well as the extensive effort in the field of legislation development and the judicial activation. Dr. Mulla’s struggled to breakthrough however; "the wall was rigid" as he described it. Accordingly, this book came as a witness to his long and productive career, hoping that someone will come to complete what he has started.
